The state-owned and controlled Philippines Amusement and Gaming Corporation [PAGCOR] is the sole authorized gambling operator in the Philippines. The company operates casinos, bingo, sports betting and betting exchanges online and through brick-and-mortar establishments. In 2000, PAGCOR authorized the Sports and Games Entertainment Corp as the exclusive operator of the Philippines' only online casino. The company launched www.sagecasino.com in August of 2000 while facing opposition from the Philippine government. In 2001, the online gaming industry was nearly shut down by the President of the Philippines, but Internet gaming survived the incident due to the leader’s impeachment in the same year.

In 2002, the government opened its Internet gaming industry to competition when it granted Philweb Corporation control of online casinos. Philweb works in cooperation with PAGCOR to regulate and tax online gaming sites based in the Philippines.

Application Procedures

FCLRC, as sole Master Licensor of Interactive Gaming in CSEZFP, is authorized to receive applications for Interactive Gaming licenses, in accordance with the Interactive Gaming Act (2003). Licenses are available for all forms of interactive gaming including: casinos, sports betting, lottery and lotteries.

An applicant must complete an application form, probity forms and sign the Interactive Gaming Code of Practice when applying for a license. Specifically, the following are the licensing costs for securing an Interactive Gaming License / Restrictive Gaming License from the CSEZFP:

Full License (E-Casino & Sports Book):

- US$15,000.00 - Non-refundable deposit payable upon submission of application
- US$25,000.00 - Balance to be paid upon issuance of the provisional or official license, refundable if the application is not successful
- Gaming Levy: 2% of Gross Win/month from e0casino operations (Gross Win = Turnover - Players Wins - Merchant Discount)

- US$48,000.00 per year for Sports book operations payable upon the issuance of the provisional or official (permanent) license

- Renewal Fee - US$40,000.00 (US$15,000.00 of the Renewal Fee maybe offset against the gaming levy payable each year)
- Gaming Levy: 2% of Gross Win/month from e0casino operations (Gross Win = Turnover - Players Wins - Merchant Discount)

- US$60,000.00 per year for Sports Book operations

Restrictive Interactive Gaming License (Sports Betting):

- US$26,000.00 - Application fee payable upon submission of application (US$18,000.00 of the application fees should be refundable if the application is not successful)
- US$3,000.00 - Probity Costs per application chargeable to the applicant
- US$48,000.00 per year - Restrictive Interactive Gaming Tax payable upon the issuance of the provisional or permanent license

- US$15,000.00 - Renewal fee for Restrictive Interactive Gaming License payable upon submission of the documentary requirements necessary for renewal
- US$60,000.00 per year - Restrictive Interactive Gaming Tax payable up front upon the renewal of the license
